If you plan to use ice, a chiller, or let mother-nature cool your water, a simple stock tank can work. However, without insulation, your water will not stay cold for very long. Adding insulation and bulkhead fittings can be tricky and time-consuming. Building enclosures not only takes a lot of time, but many setups made of wood are incorrectly (or poorly) insulated and result in wood rot, or worse, mold.
